2.U.S COAST GUARD

On 2 November 2010 the U.S. Coast Guard’s Policy for Banning of Foreign Vessels From Entry into United States Ports was published in the U.S.Federal Register.

1. Reasons of Banning.

.1 When a vessel has been repeatedly detained (meaning three or more detentions within twelve months) and,

.2 It is determined by the Coast Guard's Foreign and Offshore Vessels Division that failure to implement effectively the SMS was a contributing factor for the substandard condition(s) that led to the detentions, the vessel will be denied entry into any port or place in the United States until specified actions are completed to the satisfaction of the Coast Guard.

美国海岸警卫队禁止外籍船舶进入美国港口的相关规定》于2010年11月2日刊登在《联邦公报》上。《规定》中提到：

如船舶受到多次滞留（指12个月内发生3次或以上滞留），以及美国海岸警卫队外籍及近海船舶处认定，由于船舶未有效实施安全管理体系（SMS）造成其状况低于标准，从而受到滞留，则该船将被拒绝进入美国的任何港口或地点，直到其采取特定措施满足警卫队的要求。
