Proposed New Occupation Information: 2-02-15-10 Shore-Based Ship Management Engineering Technician
Definition: Engineering technicians engaged in shore-based safety assurance for vessel navigation, equipment and technical management and control, operational compliance supervision, pollution prevention management, emergency response, and the monitoring of safety management system operations.
Principal Work Tasks:
1.Formulate rules and regulations related to vessel safety and pollution prevention management, technical operations, and operations; monitor the operation of safety management systems and drive continuous improvement.
2.Organise the identification, assessment, and control of vessel safety risks, and supervise vessels in strengthening voyage-specific safety risk prevention.
3.Organise the investigation and rectification of vessel safety hazards, and conduct regular onboard inspections to verify the implementation of safety management systems.
4.Organise shore-based watchkeeping during vessel operations, implement dynamic vessel monitoring and spot checks, issue navigational safety warnings and reminders, and supervise risk control measures.
5.Review high-risk operations, such as hot work and enclosed space entry, and approve risk points, control measures, and work arrangements.
6.Formulate vessel maintenance and repair plans, and provide shore-based technical and resource support.
7.Prepare shipboard and shore-based emergency response plans.
