Song Dexing, director of water transport department under the Ministry of Transport said the guidance of promoting shipping development is considered from a long term perspective, which will include adjustment of capacity constructer, special fund reinforcement on older ships and tax relief on seafarers and shipowners.

In the Guidance, the shipping status of shipping industry will be confirmed.
