The State Council of China issued Some Opinions of the State Council on the Sound Development of the Maritime Industry, aiming to promote health development of maritime industry and promote maritime power construction. This is the first time that this kind of maritime development policies issued by the government.

This policy issued is aimed to restore confidence of shipping industry but the actual influence is limited.

The whole shipping industry is in depression and especially most shipping enterprises are suffering consecutive losses. The Opinions has an encouraging effect on the industry. However, the industry belongs to the global competitive industry, influenced by global supply and demand. The regional policy has limited effect on it.
