Yesterday, the reporter learned from the Dalian Municipal Arbitration Commission that in 2012 in arbitration work, Dalian would strengthen case quality management, improve case efficiency and keep the rapid case settlement rate above 50%. After case settlement, the automatic performance rate will strive to reach above 80%.

It is learned that the amount of case processing in the municipal arbitration commission made a new historical high. 725 cases of various disputes were processed, increasing by 10.8% y/y. Last year, there were 160 carry-over cases, and altogether 885 cases were processed in the whole year. The amount of subject of processed cases was RMB 750 million, decreasing by 8.9% y/y. In the whole year, 779 cases were settled, and the settlement rate was 87.5%, exceeding the annual intended target by 1.5 percentage points. The automatic performance rate was 95.4%, exceeding the annual intended target by 15.4 percentage points.

This year, the arbitration commission will strictly control trial period, and improve case efficiency. The rapid case settlement rate will be maintained above 50%. The case trial and settlement rate of this year will reach 85%. The commission will strictly implement case processing software deadline control and establish the check and assessment mechanism.

Secondly, service for the society. It will conduct research to improve the “green passage” function, providing rapid and free mediation service for parties without arbitration agreement. It will straighten out and standardize the functions of various branches and centers, straighten out relationship, define responsibilities and play the role of arbitration in serving the region and industries. It will establish the Dalian Shipping Arbitration Court, explore the establishment of branches in Changxing Island Lingang Industrial Zone, Puwan New Zone and Huayuankou Economic Zone, introduce arbitration service into the urbanization construction pattern of the whole region. It will increase handy service functions in the Dalian arbitration website such as arbitrator information inquiry and evaluation agency information inquiry.
