Transfer and Upgrading is the Key for Chinese Shipbuilding Industry

    Recently, the Ministry of Industry and Information Technology  has officially released the “Development Plan of Shipbuilding Industry during the 12th Five-year Plan”(hereinafter referred as “Plan”), in which it is stated that the sales revenue of the shipbuilding industry in 2015 will reach 1200 billion RMB with the total export volume of US$ 80 billion. It is clarified in the Plan that the period during the 12th Five-year Plan will be the key stage for the Chinese shipbuilding industry to turn from large to strong. 


    According to the targets in the Plan, the sales revenue of Chinese shipbuilding industry in 2015 will reach 1200 billion RMB with the total export volume of US$ 80 billion, which means that the sales revenue of Chinese shipbuilding industry will double that during the 11th Five-year Plan period. 

    During the 11th Five-year Plan period, the major targets of Chinese shipbuilding industry have been fulfilled, and China has become a major ship builder in the world.  In 2010, China has built ships of 65,600,000 DWT in total, ranking the first place in the world and occupying 43.6% of the international market, and completed the industrial added-value of 166.2 billion RMB, amounting to 24% of the gross industrial product. In the same year, the actual sales income has surpassed 600 billion RMB and the ship export has hit US$ 40 billion. 


During the "12th Five-Year Plan" period, China will further promote the shipbuilding industry, and build the Bohai Bay, Yangtze River Delta and Pearl River Shipbuilding Base to become world-class shipbuilding bases. The accomplished shipbuilding output by the top 10 shipbuilding enterprises will amount to 70% of the national total, and there will more than 5 enterprises among the top 10 shipbuilders. China will try to cultivate 5-6 marine equipment general contractors with international influence and a bunch of professional subcontractors. The sales income of marine engineering and equipment manufacturers will reach 200 billion RMB, sharing over 20% of the international market. A number of brand ship repairing enterprises with strong international competitiveness will also be formed.

 

In the field of ship accessory industry, China will try to make the sales income of the ship accessory industry reach 300 billion RMB, and form 5-10 integrated suppliers with over 10 billion RMB in the aspect of ship power and deck machinery. The main marine equipment manufacturing technologies will reach the world advanced level with the average loading rate of 80% or more. A batch of internationally-renowned brands with intellectual property rights will be formed, and the average loading rate of brand marine equipment is expected to reach over 30%. Important breakthrough will be made in terms of ship automation and system integration. The matching rate of key system and equipment in the offshore oil and gas development equipment will achieve more than 30%.


Therefore, China will encourage shipbuilding enterprises to increase research funding, support enterprises to increase research and development of high-tech ships, marine engineering equipment and key equipment, strengthen the convergence between the shipbuilding industrial policy and national tax, financial policies, make full use of export rebate policies and supporting policies for the major technologies and equipment as well as technological innovation supporting policies so as to promote industrial restructuring and upgrading.
