In Document No.19 (2009) issued by the State Council, Shanghai was asked to be built into an international financial center as well as an international shipping center. It has been 5 years since then, but few support polices were reported by newspapers.

After analyzing the policies, China Economic Weekly pointed that Shanghai shipping enterprises has been received more than 70 relevant shipping construction documents since 2009, but most of which are just forwarded overall framework opinions from the Central Government. Rare detailed policies were carried out aiming to Shanghai after 2013.

At the end of 2013, quiet international shipping center has finally taken the express of free trade zone and Shanghai started to carry out nativism policies, but the important policies for shipping and financial integration are almost untouched.

In October 14, 2014, the first shipping and financial center in China has been launched in Lujiazui, Shanghai, attracting ship leasing, shipping insurance. The center is expected to launch in 2015. The further shipping and financial integration existed systematic problems which cannot be solved by Shanghai itself.
