TÜV SÜD verifies carbon emissions of ocean-going shipping

The European Union (EU) 2015/757 Regulation has established the basis for measuring and recording carbon emissions and transport data of ocean-going ships. As an accredited inspection body, TÜV SÜD supports shipping companies in the inspection and verification of monitoring concepts and emission reports.

Regulation (EU) 2015/757 for Monitoring, Reporting and Verification (MRV) applies to all ocean-going ships with gross tonnage of over 5,000 which transport freight or passengers commercially and arrive at or depart from a port under the jurisdiction of an EU Member State. Shipping companies must draw up a monitoring scheme for all such ships, describing a method of systematically recording their carbon emissions and transport data. The emissions and transport data thus collected will then be compiled in an annual report. Evaluation of monitoring schemes and verification of emission reports is undertaken by an accredited inspection body, which issues a certificate of conformity to the European Commission and the flag state as confirmation that the reporting is in order.

“As an accredited inspection body in accordance with DIN EN ISO 14065, we provide shipping companies with independent and impartial support in implementing the Regulation”, explains Johann Schmidt, head of the Verification Department / VS-THG at TÜV SÜD Industrie Service GmbH. Services provided by the department include evaluation of monitoring schemes and verification of emission reports and transport dates, as well as support in compiling and evaluating monitoring schemes and emission reports. In addition, as a measurement institute in accordance with DIN EN ISO 17025, TÜV SÜD holds accreditation for all measurement operations and for the verification and calibration of direct emission measurements.

Important deadlines in 2017 and 2018

As Johann Schmidt explains, shipping companies must take note of some important deadlines in implementing the statutory requirements. Monitoring schemes for all vessels must be submitted by 31 August 2017, and evaluation and certificates of conformity from an accredited inspection body must be completed by 31 December 2017. “Data collection will begin on 1 January 2018”, warns the TÜV SÜD expert. “The first emission reports must be submitted by 30 April 2019, and thereafter on an annual basis.”
