On the morning of May 14, the Changjiang River Administration of Navigational Affairs (hereinafter referred to as "Changhang Bureau") and the Pearl River Navigation Administration (hereinafter referred to as "Zhuhang Bureau"), both under the Ministry of Transport, held a signing ceremony for a strategic cooperation agreement in Wuhan. Liu Liang, Director of the Changhang Bureau, and Li Xuesong, Director of the Zhuhang Bureau, signed the agreement on behalf of their respective organizations.

Liu Liang extended a warm welcome to Li Xuesong and his delegation. He pointed out that this signing is a pragmatic step to deepen the "Two-River Linkage" and marks significant progress in accelerating the integrated development of inland shipping. He emphasized that as dispatched agencies of the same ministry, both bureaus share similar responsibilities and missions. Signing the agreement at the outset of the "15th Five-Year Plan" injects strong momentum into jointly promoting high-quality development in inland shipping. He noted that they should leverage their locational advantages to serve national strategies, utilize water transport strengths to support local economic and social development, and expand management expertise to create a model for inland waterway transport. Looking ahead, Liu expressed hope that both parties would focus on establishing benchmarks in five key areas: planning coordination, waterway connectivity, smart shipping, safety and green development, and cultural exchange. Together, they aim to write a new chapter in high-quality inland shipping development and make greater contributions to building a strong transportation nation.

Li Xuesong expressed gratitude for the Changhang Bureau's longstanding support in watershed management and planning coordination. He stated that the Zhuhang Bureau places great importance on this strategic partnership, and the signing marks a new phase of substantive and systematic cooperation between the two river systems. He highlighted that the Yangtze and Pearl Rivers are China's first and second-largest navigable rivers, respectively, shouldering critical missions in serving major national strategies and ensuring the stability and security of logistics and supply chains. Seizing this opportunity, the Zhuhang Bureau will comprehensively strengthen planning alignment, mutual recognition of standards, information sharing, and talent exchanges with the Changhang Bureau. Both sides will jointly advance the inland waterway system connectivity project, build an "electronic waterway map," and promote interoperability in IT applications. They are committed to collaboratively resolving bottlenecks in industry development and translating the agreement into tangible results that drive high-quality growth in inland shipping.

During the visit, Li Xuesong and his delegation toured the Yangtze River Shipping History Museum and watched a special documentary on Yangtze River shipping, along with a demonstration of the Intelligent Management Cockpit. Wang Jianbin, Deputy Director of the Changhang Bureau, Peng Zhilong, Deputy Director of the Zhuhang Bureau, and heads of relevant departments attended the signing ceremony.
