On the afternoon of May 27, the Port Construction and Operation & Maintenance Technology Closed-Door Seminar of the 2026 10th Maritime Silk Road (MSR) Port Cooperation Forum was successfully held at the Ningbo International Convention Center. The meeting was hosted by Zhejiang Provincial Seaport Group and Ningbo-Zhoushan Port Group, and organized by Zhejiang Seaport Marine Engineering Construction. and Nanjing Hydraulic Research Institute (under the Ministry of Water Resources, the Ministry of Transport, and the National Energy Administration).

Themed "Innovation Leading Navigation, Building a Solid Foundation for Deep Blue," the seminar focused on key technical challenges in the construction and operation & maintenance of offshore island-group deep-water ports. Experts, corporate executives, and industry representatives gathered to leverage this high-level, highly efficient closed-door platform to build consensus, form synergies, and jointly explore pathways to promote the high-quality development of offshore port engineering.

Wang Xinping, Member of the Party Leadership Group of the Zhejiang Provincial Department of Transportation and Director of the Provincial Port and Navigation Management Center, and Ren Xiaobo, Director and Deputy General Manager of Ningbo-Zhoushan Port, delivered speeches at the meeting. Hu Xuming, Chairman of the Zhejiang Provincial Waterway Construction Society, presided over the session.

During the seminar, several prominent figures delivered keynote presentations:

Xiang Jian, presented Frontier Technologies for Planning and Design of Offshore Island-Group Deep-Water Wharves, systematically outlining the background challenges, core innovative achievements, and application prospects in this field.

Wang Shifeng, presented Construction Techniques and Equipment Technologies for Offshore Ports, showcasing China's leading capabilities in deep-water offshore construction.

Gu Yong, Deputy General Manager and Chief Engineer of Shanghai Dredging, presented Development and Prospects of Dredging and Land Reclamation Technologies and Equipment for Offshore Island-Group Port Construction. He introduced a national strategic equipment matrix centered around three flagship vessels, multiple key dredging and reclamation technologies, and the future green and intelligent development direction of the industry.

Zhang Tiefeng, Chairman of Zhejiang Seaport Marine Engineering Construction, presented Research on Integrated Technology Development for Offshore Island-Group Port Construction and O&M, systematically explaining key pathways to solve a series of offshore port challenges.

Dai Jiqun, President of Nanjing Hydraulic Research Institute, presented Strengthening Basic Research and Innovating Collaborative Problem-Solving Models to Provide Technical Support for Full-Lifecycle Smart Management of Offshore Island-Group Wharf Structural Safety. He shared insights on strengthening basic research and innovating collaborative models to seek deeply integrated development across industry, academia, and research.

Participants put forward a consensus initiative centered on "Jointly Advancing Research and Breakthroughs in Offshore Island-Group Deep-Water Port Construction to Empower High-Quality Port Development."

The seminar consolidated the consensus that "offshore ports are a strategic necessity, their construction is a complex systematic project, and breakthroughs require cross-sector collaborative problem-solving." It called on all parties to continuously deepen cooperation and jointly propel offshore deep-water port construction to higher levels.
