On May 30, the China Maritime Pilots Association (CMPA) convened its Fourth General Assembly of Members in Beijing. The meeting reviewed the work report of the Third Council and elected the Fourth Council and the Third Board of Supervisors. Former Vice Minister of Transport Xu Zuyuan and former Vice Minister He Jianzhong attended the meeting. Liang Xuefeng, Deputy Director-General of the Personnel and Education Department of the Ministry of Transport; Zhu Zhenyu, Deputy Director-General of the Water Transport Bureau of the Ministry; and Fan Yonghui, Deputy Director-General of the Maritime Safety Administration of the Ministry, attended and delivered remarks. Responsible officials from relevant departments and bureaus of the Ministry of Transport were also present. Xue Yidong, President of the Third Council, delivered the work report.

At the first meeting of the Fourth Council held subsequently, Li Guoping was elected President of the Fourth China Maritime Pilots Association, and Shen Jianhua was elected Vice President and Secretary-General. At the first meeting of the Third Board of Supervisors, Zhao Qiuyu was elected Chairperson of the Board of Supervisors.

Li Guoping expressed his sincere gratitude for the trust and support of all Council members, Supervisors, member representatives, and all maritime pilots across the country. He also extended his highest respect and sincere thanks to the previous Councils of the Association and all former leaders and colleagues. He stated that the new Council will remain true to its founding mission and uphold its responsibilities, uniting and leading all members to focus on the core work of pilotage and deepen industry development, concentrating on two key areas:

First, focus on the core mission of pilotage and strive to enhance industry leadership and service effectiveness. This includes strengthening the safety defense line and promoting advanced pilotage technology and safety equipment; promoting innovative industry development and accelerating the digital, intelligent, and low-carbon transformation; strengthening talent pool development and enhancing pilotage culture; and deepening international exchange and cooperation to elevate China's voice and influence in global maritime governance.

Second, benchmark against top-tier association standards and effectively strengthen the Association's own capacity and sense of responsibility. This includes reinforcing political and ideological guidance, embedding Party leadership throughout the entire process of association governance, industry services, and talent cultivation; optimizing the member service system, focusing on the urgent needs and concerns of pilotage institutions and pilots, delivering tangible results and resolving practical issues; building a high-level industry think tank to provide high-quality intellectual support for the construction of a transportation powerhouse; and improving the operating mechanisms of the Council and the Board of Supervisors to forge a working team that is politically strong, professionally competent, upright in conduct, and excellent in service.

The meeting also deliberated and approved the Election Procedures for Member Representatives to the General Assembly (Revised Draft) , the Election Procedures of the China Maritime Pilots Association (Revised Draft) , and the Constitution of the China Maritime Pilots Association (Revised Draft) .

It is understood that Li Guoping previously served as Deputy Director-General of Tianjin Maritime Safety Administration, Director-General of Zhanjiang Maritime Safety Administration, Director-General of Hainan Maritime Safety Administration, Director-General of the Public Security Bureau of the Ministry of Transport, and Director-General of the Maritime Safety Administration of the Ministry of Transport, concurrently serving as the Ministry's Safety Director, Executive Deputy Director of the China Maritime Search and Rescue Center, and Director of the Ministry's Emergency Management Office.

The China Maritime Pilots Association was established in Beijing on January 8, 2008. It is a national, industry-based social organization voluntarily formed by entities and individuals from the national pilotage industry and related enterprises and public institutions. As a non-profit social organization, it currently has 79 institutional members.
