2025 China Port State Control Data Analysis Annual Report Officially Released

Under the guidance of the Maritime Safety Administration (MSA), the Liaoning MSA officially released the "2025 China Port State Control Data Analysis Annual Report." The report provides a comprehensive overview of the effectiveness of Port State Control (PSC) inspections nationwide in 2025 and details the inspection performance of Chinese-flagged international voyage vessels abroad. It offers an in-depth analysis of industry trends, providing authoritative data support and professional reference for precise maritime regulation and compliant shipping operations.
The annual report systematically reviews the performance of 58 PSC inspection units across the country. It conducts a quantitative analysis across dimensions such as inspection workload, deficiency distribution, ship detentions, specialized campaigns, and historical trends. The report precisely identifies high-frequency deficiencies related to fire safety, life-saving appliances, and navigation safety, while highlighting key regulatory focuses such as older ships, specific ship types, and vessels classed by non-IACS member societies. Furthermore, by integrating inspection data of Chinese-flagged vessels from major global Memoranda of Understanding (MoUs)—including Tokyo, Paris, and Mediterranean MoUs—the report vividly demonstrates the international compliance performance of China's shipping industry.
In 2025, national maritime agencies conducted 9,892 initial PSC inspections and detained 690 foreign-flagged vessels. These figures reflect continuously intensified inspection efforts and steadily improving regulatory efficiency. During the concentrated inspection campaign on ballast water management within the Asia-Pacific region, 2,266 specialized inspections were completed, effectively fortifying the defenses for waterway traffic safety and marine environmental protection. Meanwhile, Chinese-flagged international voyage vessels underwent 1,655 PSC inspections across various global MoUs, maintaining stable overall safety levels and demonstrating enhanced international implementation capabilities.
Moving forward, the Liaoning MSA will continue to deepen data application and strengthen information sharing. The bureau aims to transform data research outcomes into a driving force for enhancing maritime compliance capabilities and accelerating the construction of a modern maritime regulatory service system, thereby providing robust support for building a leading maritime nation.
