China Plans to Make Shipping Development Strategy

National Development and Reform Commission (NDRC), under the approval of the State Council, set up a panel to study shipping industry and make the shipping development strategy.

 

“At present, the industry is still in depression. The resistance to reform at this moment may be less, and the government also wishes to make use of this opportunity to push forward the overall reform of the shipping industry. ” According to a source.

 

NDRC, Ministry of Transport and other relevant departments have organized a conference of port authority directors in the end of March. It was proposed at the conference that China shall make the policies to promote shipping, including improving relevant financial and tax policies, speeding up the adjustment of fleets, developing high-end shipping service etc.

 

However, the expected “fiscal subsidy” policy has not been mentioned at this conference. Some experts pointed out that “The current loss of shipping industry at present is not caused by systematic risk during the financial crisis years ago, but by the investment mistakes within the industry.”

 

The financial and tax preferential policy is the one relevant departments is striving for.

 

What’s more, the information from the press conference of Ministry of Transport may be further clarified, such as enhancing risk control of shipping enterprises, encouraging and supporting merging and reorganization of strong shipping enterprises, and regulating the market management and so on.
