2019 CIC 真滞留,盘她!

9月1日开始到9月15日,半个月的时间,东京备忘录范围内17艘次滞留,平均一天滞留一艘多一点,跟往年相比还是要高很多!虽然PSCReady做了迎检预测,没想到依然如此的多,今天将这些缺陷分析下,提醒业界注意!
盼望着,盼望着,秋风来了,冬天的脚步近了,夹杂着海风,2019 CIC第一批滞留缺陷如期而至。

如同PSCReady的预测一般,今年有点猛!

9月1日开始到9月15日,半个月的时间,东京备忘录范围内17艘次滞留,平均一天滞留一艘多一点,跟往年相比还是要高很多!虽然PSCReady做了迎检预测,没想到依然如此的多,今天将这些缺陷分析下,提醒业界注意!

CIC滞留缺陷23条,分布在以下五个方面!

问题三:装有水位探测系统的船舶,警报及操作功能是否正常?

PSCO新开具滞留缺陷

1. Cargo hold water ingress system in bridge indicated all cargo holds pre-alarm and when sounding bilge well for C/H indicated it was not full.

货仓进水报警系统故障,舱底水没达到报警位置,驾驶台报警面板却显示警报。

2.Water ingress system malfunction-No.2 cargo hold main and NO.5 cargo hold pre-alarm activated.

货仓报警系统故障,二号仓和五号舱舱底报警系统误报警(与实际不相符)

问题四:舵机系统及其相关应急报警能否正常操作?

PSCO新开具滞留缺陷

1. The steering gear motor supplied with three phase power, but the alarm which indicate failure of any one of the supply phases not provided.

舵机马达是三相电供应,但是没提供缺相报警。

2.Audible and visual low level alarm for steering gear hydraulic fluid reservoir not installed on navigation  bridge.

驾驶台没有安装舵机低液位报警(有点奇葩,估计是小破船)

3.Over load alarm of NO.1 and NO.2steering gear failed to be tested by crew in charge.

船员不熟悉舵机过载报警测试

3. Crew in charge not familiar with test of emergency alarm of S/G.

责任船员不熟悉舵机应急报警测试

舵机滞留四项,而且全部是报警相关的,有些出乎我们的意料,舵机要求具备四个报警:油柜低液位、失电、过载、缺相报警。

怎么做?

这张图片的这位老哥哥,应该是在研究缺相报警的测试,也是笨的可以。

邓公讲,黑猫白猫逮着耗子就行。

拔掉保险,出现红色报警就OK!

不要研究有没有模拟测试,研究有没有操作程序之类,公约上没讲测试方法,PSCO只要看到报警出现就满足要求!

问题六:应急情况下,应急电源是否能够给必要的设备供电以确保安全?

1.E/G cannot started by NO.2 starting battery

应急发电机不能用二号电瓶启动

2.Emergency generator auto start(simulation) is failed in testing(never tested by C/E and engineer in charge)

应急发电机在模拟状态下,启动失败。老轨和负责轮机员从未进行过测试。

3.The emergency generator cannot supply the resource of power with steady frequency(60Hz)

应急发电机供电频率不问,不能稳定在60Hz(一般是调速器有问题)

4.Emergency generator not in good condition:

(1)E/G start switch in off position

(2)E/G cannot auto start after engine power switch off and no transitional source of emergency electrical power

应急发电机状态不良,表现在:电源启动按钮被放置在关闭位置,这将造成应急发电机不能自动启动,不能在应急状态下供电(估计是老轨或者主管轮机员怕误操作,这种失误要不得,这个可以使用操作类的代码:04121)

问题八:应急消防泵是否处于正常运行状态?

PSCO新开具滞留缺陷

 1.The emergency fire pump cannot establish pressure ,and generate heavy smoke when testing

应急消防泵不能建立压力,并且测试时产生大量的黑烟。(有可能排风系统故障,不知道PSCO看了没有)

2. Emergeny fire pump found out of order.应急消防泵故障

3. The suction emergency fire pump in engine room not covered the A-60 heat insulation material about 0.6m.应急消防泵吸入管,位于机舱的部分,大约0.6m的管线没有进行A-60隔热处理。

4.Emergency fire pump defective.应急消防泵故障

5. Emergency fire pump can not be stated.应急消防泵不能启动

应急消防泵的滞留缺陷六个,一个船一个应急消防泵,应急消防办妥妥滞留了6艘船舶,在我们的迎检手册里,反复强调这个是滞留的重灾区,A-60管线,不能启动,下一步会不会出现隔离阀功能故障?排放系统故障?

问题九:如果开展消防演习和/或弃船演习,是否令人满意?

PSCO新开具滞留缺陷

1. Galley fire drill was witnessed, and it was found not to be satisfactory because: the fire man went inside galley without anti-explosion radio, safety line was not fit to fire man outfit, safety torch can not be switch on, fireman.

消防演习不能够另人满意,模拟演习的地点在厨房,探火员进入火场期间,没有携带防爆对讲机,没有系消防绳,没有将防爆手电开关打开。(消防员装备,PSCReady天天讲,依然做不好,诸位,走心,不能走肾)

2.The drill situation and practical items of fire drill recorded on each drills records was same and the content of the drill not complied with the requirement of convention. The fire drill conducted during inspection, the following evidence shown the drill was not acceptable:

(1)   part of crew wore lifejacket during fire drill

(2)   nobody check BA

(3)   the fireman did not put on breath mask during entered the fire scene

(4)   other crew without outfit entered the fire scene

(5)   fire pump not started

每次的演习记录雷同。(由于PSCO怀疑造假,所以进行了演习),PSCO检查期间进行了消防演习,发现以下不符合:消防演习时,船员穿着救生衣,没人检查BA,探火员没有戴面罩进入火场,没有穿戴防火服的船员同时进入火场,消防泵没有启动。

从后半部分看,这艘船的演习时失败的,前面记录雷同部分,演习有固定步骤,偶尔记录也会差不多。

3.  The drill situation and practical items of fire drill recorded on each drills records was same and the content of the drill not complied with the requirement of convention. The abandon drill conducted during inspection, the following evidence shown the drill was not acceptable:

(1)   No broadcast followed the alarm signal as per muster list.

(2)   Most of crews did not carry the lifesaving equipment as per muster list.

(3)   Pat of crews not wore lifejackets.

(4)   The emergency light not tested

(5)   Engine not tested

(6)   Swing out lifeboat failed first time due to lashing not clear.

每次的演习记录雷同。(由于PSCO怀疑造假,所以进行了演习,手法相同,PSCReady预计缺陷跟上一项出自同一位PSCO)PSCO检查期间进行了弃船演习,发现以下不符合:

播发的弃船信号,于应变部署表中的不一致;船员没按照应变部署表的要求携带救生设备;部分船员没有穿救生衣;应急灯没有进行测试;艇机没有测试;第一次放艇失败。

4.Fake fire drill found from the ship drill records as evidence that same photo used in four times above drills on 01-09-2019,01-08-2019,07-07-2019, 30-06-2019.消防演习造假,四次演习使用了同一幅照片。奥,笨的可以!

5.Fake abandon drill found from the ship drill records as evidence that same photo used in five times above drills on 01-09-2019,01-08-2019,07-07-2019, 30-06-2019, 12-05-2019.弃船演习造假,五次演习使用了同一幅照片。奥,确实笨的可以!

6.Crew failed to conduct a satisfactory abandon ship drill, as evidenced by following: crew not familiar with the operation of the L/B launching and recovering,the port side L/B hook failed to reset correctly.

弃船演习不合格,船员不熟悉救生艇的释放和回收,艇钩复位错误。

7.Crew were unable to demonstrate proficiency in fire drill. Crew did not organize themselves into an effective to tackle the fire fighting. No proper danning to fire fighter clothes, some crew not familiar with his duty.

消防演习不合格,船员不能有效组织应对灭火,消防服穿着不合理,部分船员不熟悉自己的职责。

七个滞留缺陷,滞留占比最高!
