各航运公司、船舶:根据气候趋势预测,2023年夏季大连地区降水量440~565毫米,较常年同期偏多2~3成;预计在7月下旬至8月中旬有1~2个台风影响大连;9月初,为期4个月的我国黄渤海伏季休渔期将结束,大连海域进入秋捕期,秋汛渔业捕捞船将大量出动;三季度是大连地区传统旅游旺季,随着大连市“海上游大连”旅游项目的启动,海上旅客运输将迎来高峰。通过历史数据分析,三季度大连海域事故主要集中在商渔船碰撞事故、搁浅和自沉事故等方面。基于上述安全形势分析。三季度大连海事局船舶安全检查将重点关注以下内容:

1聚焦民生和保障大连旅游经济发展,全面加强对涉客类船舶(邮轮、滚装客船、陆岛运输船舶、旅游船艇)的安全检查及现场监督。

2在台风季节来临前,将加强对船舶防台及弃船应急演习演练、GMDSS设备、船舶水密/风雨密、救生设备、主动力及操舵设备、恶劣天气锚泊/靠泊期间应急值班等方面的检查。

3针对三季度降雨较多的情况,将加强载运易流态货物船舶货物操作方面的安全检查和现场监督。

4在秋捕期开始前,将加强对船员值班、航行安全、号灯号型、声响设备的安全检查。

5亚太地区港口国监督备忘录组织将于9月份开展主题为“消防安全”的港口国集中检查会战,届时,大连海事局将按照要求加强对消防安全方面的船舶安全检查。

According to the climate trend forecast, the precipitation in Dalian in summer 2023 will be 440~565 mm, which is 20~30% more than the same period of previous year; It is expected that 1~2 typhoons will affect Dalian from late July to mid-August; In early September, the four-month fishing moratorium in China's Yellow and Bohai Seas will end, and the waters of Dalian will enter the autumn fishing period, and a large number of fishing boats will be dispatched in autumn floods; The third quarter is the traditional tourist season in Dalian, and with the launch of the "Appreciating Dalian on the Sea" tourism project in Dalian, passenger transportation will usher in a peak.

According to the historical data analysis, the accidents in Dalian in the third quarter were mainly concentrated in vessel collision accidents, grounding and self-sinking accidents.

Based on the above security situation analysis. In the third quarter, the ship safety inspection of Dalian Maritime Safety Administration ( Dalian MSA) will focus on the following:

Ⅰ

Focus on people's livelihood and ensure the development of Dalian's tourism economy, comprehensively strengthen the safety inspection of passenger-related ships (cruise ships, ro-ro passenger ships, land-island transport ships, and tourist boats).

Ⅱ

Before the start of typhoon season, strengthen the inspection of emergency drills for typhoon-avoidance and abandonment, GMDSS equipment, life saving appliances, water-tight/weather-tight condition, propulsion and auxiliary machinery,steering gear and emergency duty during anchoring/berthing in bad weather.

Ⅲ

In view of the heavy rainfall in the third quarter, focus on strengthening the safety inspection of the cargo operation of ships carrying fluid-prone cargo.

Ⅳ

Before the start of the autumn fishing season, safety inspections of watch-keeping , navigation safety and lights/shapes/sound-signals will be strengthened.

Ⅴ

In September, TOKYO-MOU will launch a Concerned Inspection Campaign on the theme of  “ Fire Safety System ”. By then, Dalian MSA will strengthen the ship safety inspection in fire safety system as required.
