IACS released harmonized Common Structural Rules for industry review and feedback

国际船级社协会发布协调统一版船舶建造通用规则供业界评论反馈

On July 1, 2012, the draft form of harmonized Common Structural Rules for Double Hull Oil Tankers and Bulk Carriers was made available on International Association of Classification Societies (IACS) website for public review and comment during the Industry feedback period from 1st July 2012 to 31st December 2012.

刚刚过去的7月1日,国际船级社协会在其网站上公布了双层壳油轮和散货船协调统一版建造通用规则以供外界在2012年7月1日至2012年12月31日之间的业界反馈期内进行审评。

The concept of common structural rules was first invented in June 2004 and then adopted by IACS council in December 2005 with its coming into force in April 2006. But as the rules for oil tankers and bulk carriers were initially developed independently and there were some variances in the adopted technical approaches for some elements of the Rules. To remove variations and achieve consistency, IACS made a commitment to Industry to harmonize the CSR, and the harmonization project for the two sets of Rules began in 2008.

建立一个通用建造规则的概念最早是在2004年6月提出的,被国际船级社协会委员会于2005年12月采纳并于2006年4月正式生效。但是由于适用于油轮和散货船的规则在最开始的拟定阶段是分开进行的,这就造成了规则中一些技术条款适用的差异。因此国际船级社协会自2008年开始就一直致力于通过努力减少规则中的差异,提高其协调统一度。

The first industry review period of this fresh release draft will be followed by a second industry review period in the spring of 2013 and a review by IACS Societies\' Technical Committees in the autumn of 2013 with a view to adoption of the harmonized CSR by IACS Council in December 2013.

在该协调统一版通用建造规则草稿的第一阶段反馈结束后,在明年春天还会开始第二阶段的业界反馈,随后国际船级社协会的技术委员会将在2013年秋天根据上述反馈进行最终审评。该协调统一版通用建造规则有望于2013年12月被国际船级社联盟委员会采纳。

I trust with the help of the harmonized version of CSR, technicians from shipowners, shipyards and classification societies will have a better understanding and a more uniformed interpretation of the rules set out for both oil tankers and bulk carriers. That means the modern computational method will be more precisely calculated during the design period and structural requirements of ships will be better performed during the construction period. Under this harmonized CSR, the more robust and safer ships will be meeting the vision of IACS. It will be the second step following the “one of the most important single steps in the development of maritime rules that IACS has ever been involved with” as described by the then Chairman of IACS Bob Somerville, when CSR was first introduced.

我相信有了这个新的协调统一版之后,不论是来自船东公司,船厂还是船级社的工程师们都可以更好理解和解读油轮和散货船的通用建造规则条款了。那也就是意味着在船舶的设计阶段,现代的电脑设计会变得更加精确;在船舶的建造阶段,各项建造指标也会更加完美的完成。船舶也会达到国际船级社协会更强更安全的愿景。如当年的国际船级社协会主席Bob

At the same time, ClassNK also claims it has released the world’s first software package for use with the new IACS Harmonized Common Structural Rules. “As a new set of global requirements for the industry, new software will be essential for yards and designers to efficiently test and implement the new rules,” commented ClassNK executive vice president Takuya Yoneya, who oversaw the class society’s development of the new software. The new software will be free of charge to shipyards and designers around the world, says ClassNK.

与此同时,日本NK船级社表示他们已经成功发布了世界首个协调统一版通用建造规则的应用软件。其负责新软件开发的执行副总裁Takuya Yoneya表示:“随着新的协调统一版通用建造规则的推出,该软件会帮助船厂和设计人员更有效的测试和实践新规则。”NK船籍社还表示将为全球的船厂和船舶设计师免费提供该套软件。
