欧盟修订MRV法规，货物报告为何继续强制执行？

近期，欧盟理事会召开会议对船舶排放和油耗监测，报告及验证(MRV)法规进行了修订，决定继续强制执行船舶货物报告要求，欧盟MRV法规要求所有停靠欧盟港口的船舶每年提交一份年度二氧化碳排放总量报告，内容包括特定航行次数和航行距离的二氧化碳排放、海上时刻以及船舶所载货物等详细信息。该报告机制比IMO全球数据采集系统更为严格，尽管后者也会公开船舶有关信息，但是不包括船舶身份。
